That option is undocumented, but you can see from the source how to use it.

kdb5_util dump -mkey_convert ...

will prompt for a new master key passphrase.

kdb5_util dump -mkey_convert -new_mkey <stash file name>

will use the master key stored in <stash file name>, which, in turn, you
can create with kdb5_util stash ...
