Yes, you don't want to modify the attribute on the LDAP server if it
has not changed since the entry was fetched. (Obviously there is a
race condition in the case of multiple writers, but that's life
without transactions...) 

The fundamental issue, of course, is that depending on the integer
representation of a bitfield is architecture dependent.
