No More kpasswd woes.

Somewhere in the cleanup surrounding installing the password check 
routine kpasswdd started respecting the default_keys entry.  Not sure 
exactly what I changed that made the difference, but I reordered the 
sections to exactly what was shown in the man page, and I replaced 
some spaces with tabs, and I rebooted the machine a few more times as 
well.
