You can create a minimalistic log file that causes this problem to  
happen ?

Does this create the problem:

Truncate log file.
Start master
Start slave
[Wait until propagation is done and system is stable]
Make one change using kadmin.
[Now the system loops]

Did I understand the question correctly ?
