It seems quite dead!  I gave up on the password change idea.
A central authorization facility like RADIUS is my current
focus.

I think you may have missed it; there have been at least two solutions
to the problem (IIRC) posted to the list; The attached DCL file
(previously posted) will change a specified users password, so long as
they have remote access enabled on their account. Calling this from a
specific CGI script with appropriate HTML output and CGI input is left
as an exercise to the reader!

PS Anyone listening may want to check out a DSN note entitled "SET
PASSWORD Fails From .COM Procedure W/DCL-W-SKPDAT" which applies to
VAX 6.1, 6.2 and Alpha 6.2, 7.0 on this.

To summarize it, there are three workarounds;

1. Apply patch VAXCLIU03_062 (VAX 6.2 only)

2. Contact Digital for advice on Alpha 6.2

3. Give the user LOG_IO and PHY_IO priv's.
