Turns out it's part of the SWS 2.1 product on Solaris 7.  If you can find 
the SUNWski package you're all set... unfortunately, I don't see it on 
SunSolve.  Suppose we could see if the one for 2.6 works, since it's not 
actually a kernel module from the looks of it (/dev/random is a FIFO, so 
it's probably more like egd).
